Szkolenia będą obejmowały trzy sesje tematyczne o długości jednej godziny każda. Szkolenia będą prowadzone w języku polskim na platformie WebEx. Każde szkolenie organizowane jest w dwóch terminach.

Szkolenia będą dotyczyły bazy MEDLINE, wyszukiwania cytowanych pozycji bibliograficznych oraz tworzenia raportów cytowań i indeksu Hirscha.

mnisw logoDo 31 marca 2015 r. można składać wnioski w ramach działalności upowszechniającej naukę. Wnioski mogą być składane przez podmioty działające na rzecz nauki, czyli podmioty wykonujący w sposób ciągły zadania z zakresu upowszechniania nauki, nieotrzymujący dotacji za działalność statutową ze środków finansowych na naukę.

Zgodnie z zasadami konkursu działalność upowszechniająca naukę obejmuje następujące działania:

  • promowanie przedsięwzięć innowacyjnych wykorzystujących wyniki badań naukowych lub prac rozwojowych;
  • upowszechnianie, promowanie i popularyzowanie osiągnięć naukowych lub naukowo-technicznych;
  • tworzenie, przetwarzanie, udostępnianie i upowszechnianie informacji naukowych i naukowo-technicznych;
  • sporządzanie ekspertyz, opinii i ocen naukowych;
  • podejmowanie innych działań szczególnie ważnych dla rozwoju nauki.

Zgłaszane działanie może trwać nie dłużej niż dwa lata. Wnioski należy składać w wersji elektronicznej za pośrednictwem systemu www.osf.opi.org.pl. Konieczne jest także dostarczenie papierowej wersji wniosku do Ministerstwa Nauki i Szkolnictwa Wyższego.

Przypominamy, że zgodnie z art. 2.8. Ustawy z dnia 30 kwietnia 2010 r. o zasadach finansowania nauki, przez działalność upowszechniającą naukę należy rozumieć: realizację zadań wspierających rozwój polskiej nauki przez upowszechnianie, promocję i popularyzację nauki, nieobejmujących prowadzenia badań naukowych lub prac rozwojowych.

Przy ocenie wniosków pod uwagę brane są następujące elementy:

  • znaczenie wnioskowanych zadań dla realizacji celów polityki naukowej, naukowo-technicznej i innowacyjnej oraz dla rozwoju społecznego i gospodarczego kraju;
  • zasięg i skalę oddziaływania wnioskowanego zadania;
  • ocenę możliwości wykonania zadań przez wnioskodawcę oraz zasadność planowanych kosztów w stosunku do przedmiotu i zakresu zadań;
  • prawidłowość wywiązania się wnioskodawcy z podejmowanych uprzednio zadań finansowanych ze środków finansowych na naukę.

Kwiecinski JerzyW ramach perspektywy unijnej 2014-2020 Polska może poprawić jakość funkcjonowania sektora badawczo-rozwojowego (B+R). Chodzi tu nie tylko o współpracę nauki i biznesu, lecz także o projekt specjalnego międzynarodowego ośrodka badawczo-rozwojowego.

Centrum badań wprowadziłoby nowej klasy infrastrukturę, kapitał ludzki oraz przyspieszyłoby toczące się prace naukowe w zakresie zaawansowanych technologii.

Unia Europejska w każdej perspektywie finansowej przeznacza – niezależnie od środków przypisanych poszczególnym krajom – około 20 mld euro na rozwój międzynarodowej infrastruktury badawczej, co pozwala na utworzenie w tym czasie kilkunastu tego typu centrów badawczych.

– W Polsce takiego centrum jeszcze nie mamy. Obecnie wyłaniają się dwie ciekawe propozycje, które mają szansę walczyć o miejsce na europejskiej mapie infrastruktury badawczej – tłumaczy Jerzy Kwieciński, wiceprezes zarządu Europejskiego Centrum Przedsiębiorczości, firmy doradczej specjalizującej się w zakresie funduszy i projektów unijnych. – Jedną z nich jest Europejskie Laboratorium Materiałów Elamat, mające powstać w okolicach Rzeszowa, którego zadaniem byłyby prace nad rozwojem i badaniem materiałów na rzecz energetyki termojądrowej.

Drugim kandydatem do takiej dotacji mógłby być według wiceprezesa EuCP projekt utworzenia Narodowego Centrum Radioastronomii i Inżynierii Kosmicznej. W przygotowanie projektu zaangażowano wiele uczelni wyższych, którym przewodniczy Uniwersytet im. Mikołaja Kopernika z Torunia.

– Główną korzyścią umiejscowienia w Polsce takich ośrodków jest nie tylko nowa infrastruktura, lecz przede wszystkim względy ekonomiczne i korzyści długookresowe – zaznacza Jerzy Kwieciński.

Takie miejsca przyciągają najlepszych naukowców z całego świata

Jego zdaniem do tego typu miejsc przyjeżdżają najlepsi naukowcy z całego świata, a już sama możliwość kontaktów i współpracy generuje innowacyjne odkrycia.

– Na arenie europejskiej przykładami prezentującymi możliwości podobnych inicjatyw jest Centrum CERN w Szwajcarii, pod Genewą – zajmujące się badaniami jądrowymi oraz obecnie powstający próbny reaktor termojądrowy w Cadarache we Francji – wymienia Kwieciński.

W Polsce do sektora B+R zalicza się Polską Akademię Nauk, przedsiębiorstwa z własnym zapleczem badawczym, uczelnie wyższe prowadzące działalność w zakresie  B+R oraz centra badawczo-rozwojowe (CBR). Według ostatnich informacji Ministerstwa Gospodarki na dzień 31 grudnia 2014 r. funkcjonują 33 ośrodki o statusie CBR.

– Polska nauka w latach 2007-2013 poprzez znaczną poprawę bazy dydaktycznej, edukacyjnej i znaczące inwestycje w centra badawcze w dużym stopniu skorzystała z środków unijnych. Ale teraz, w nowej perspektywie, powstała baza musi być wykorzystywana na potrzeby gospodarki, szczególnie przemysłu – podkreśla Jerzy Kwieciński. – Ważnym wyzwaniem będzie współpraca sektora nauki i biznesu, zwłaszcza we wspólnie prowadzonych badaniach, a później we wdrażaniu ich wyników.

Korzyści ekonomiczne dla przedsiębiorców i naukowców

Wiceprezes Europejskiego Centrum Przedsiębiorczości ma nadzieję, że wspólna kooperacja powinna przynosić nie tylko satysfakcję, lecz także realne korzyści ekonomiczne zarówno przedsiębiorcom, jak i naukowcom.

W nadchodzącej perspektywie unijnej 2014-2020 krajowym programem realizującym tematykę zaawansowanych technologii będzie Inteligentny Rozwój ze środkami rzędu 8,61 mld euro. W minionym planie finansowym UE rolę wsparcia B+R pełnił program Innowacyjna Gospodarka o wartości 8,25 mld euro pomocy.

WPT1Krajowy przemysł i nauka mają wciąż szanse na zaangażowanie w duże projekty naukowe. Potrzebne jest jednak pogłębienie współpracy i zdobycie większej ilości niezbędnych informacji. Wrocławski Park Technologiczny S.A. zorganizował spotkanie, którego celem było wsparcie małych i średnich przedsiębiorstw w udziale w przetargach i pozyskiwaniu zamówień.

Głównym tematem spotkania zorganizowanego 17 grudnia 2014 roku w ramach współpracy Wrocławskiego Parku Technologicznego S.A. (WPT) z Krajowym Punktem Kontaktowym Instytutu Fizyki Plazmy i Laserowej Mikrosyntezy (IFPiLM), było przedstawienie dotychczasowych osiągnięć sektora biznesu i nauki na rynku ITER oraz możliwości związanych z planowanymi na 2015 rok przetargami i grantami. W Polsce głównym beneficjentem współpracy z organizacją ITER oraz organizacją Fusion for Energy (F4E), która nadzoruje dostawy produktów i usług z rejonu Unii Europejskiej, są uczelnie i jednostki badawcze. Jedyną firmą, której dotychczas udało się wygrać przetarg F4E jest software house SMT Software z Wrocławia. Tak mały udział spowodowany jest tym, że dla wielu przedsiębiorców rynek ITER jest wciąż nieznany i trudno dostępny. Duża część ogłaszanych przetargów wymaga także zaangażowania wielu firm, co wiąże się z koniecznością znalezienia odpowiednich partnerów biznesowych. Spotkanie było okazją do omówienia zasad działania ITER i F4E, sposobów aplikowania o zamówienia oraz wsparcia, jakie oferuje WPT i IFPiLM. Szczegółowo omówiono wybrane z planowanych na 2015 rok przetargów, których pełna lista dostępna jest na stronie industryportal.f4e.europa.eu.

Dyskusja dotyczyła także nadchodzących zmian w strukturach ITER i F4E, które mogą mieć wpływ na zwiększenie przystępności przetargów dla małych i średnich przedsiębiorstw. Bardzo interesującym rozwinięciem spotkania była wymiana poglądów na temat członkostwa Polski w Europejskiej Agencji Kosmicznej ESA i związanych z tym szans dla polskiego przemysłu. ESA jest podobnym do ITER-a rynkiem pod względem zapotrzebowania na specjalistyczne produkty i usługi z rejonu Unii Europejskiej.

Wrocławski Park Technologiczny wspiera inicjatywy mające na celu zwiększenie udziału polskiego przemysłu i nauki na rynkach wysokich technologii. Celem jest podniesienie świadomości na temat F4E, ITER i innych organizacji o zasięgu ogólnoświatowym działających na terenie Europy oraz pomoc w pozyskiwaniu zamówień i nawiązywaniu współpracy transgranicznej.

Andrzej Gałkowski był gościem uroczystości rozcznicowej z okazji 40-lecia uruchomienia reaktora MARIA w Narodowym Centrum Badań Jądrowych w Świerku. Na ten ważny dla polskiej nauki jubileusz zaproszeni byli przedstawiciele m.in.: Międzynarodowej Agencji Energii Atomowej, Komisji Europejskiej, Organizacji Współpracy Gospodarczej i Rozwoju, Centrum Badań nad Energetyką Jądrową w Cadarache.

Reaktor MARIA jest jedynym w Polsce doświadczalnym reaktorem jądrowym, który nie produkuje energii elektrycznej lecz napromienia izotopy niezbędne do ratowania ludzkiego życia, wytwarza nowe materiały dla przemysłu, prowadzi badania fizyczne jak również szkoli kadry na potrzeby branży jądrowej i ochrony radiologicznej.MARIA2 800dpi

What we do

Our laboratories

Research projects carried out at the IPPLM are funded by the Polish Ministry of Education and Science, the National Science Centre and by the European Commission within the framework of EUROfusion Consortium under grant agreement No 101052200. Financial support comes also from the International Atomic Energy Agency, European Space Agency and LaserLab Consortium as well as from the Fusion for Energy Agency.
